Summary 

 This position reports into the Manager - Operations.  The candidate will work individually, and as part of the facility’s team, and will provide Plant Operations with process safety and operational integrity support. Assist the SETPS region (La Grange Plant & Chisholm Plant) with OSHA and EPA regulated facilities with managing, coordinating, and implementing all fourteen (14) elements of the PSM standard and the additional requirements of the EPA’s Risk Management Plan (RMP) to verify and ensure regulatory compliance.

 

Essential Duties and Responsibilities: 

  • Develop and oversee of PSM/RMP policies and procedures for company’s existing and new facilities
  • Ensure compliance with all PSM/RMP safety and health requirements. Program audits and inspections, assist with mishap investigations and assist with completion of required reports including OSHA Forms
  • Monitor and ensure record keeping and required reporting is met for PSM/ RMP, and other similar regulatory activities for the company & contractors
  • Outline and implement training programs for completion of PSM and RMP
  • Inspect company facilities and recommend corrections or additional precautions to ensure compliance to established regulations
  • Interact with third party customer’s process safety professionals regarding regulatory compliance
  • Participate in process hazard analysis (PHA)
  • Provide leadership, counsel, and technical assistance to the operations managers, technical advisors, maintenance manager, safety supervisor, plant engineering, and plant personnel regarding process safety management to attain regulatory compliance
  • Participate in and lead PSM incident investigations, including root cause analysis
  • Help develop effective and compliant operating procedures and help provide operator initial training on these procedures
  • Develop and implement key performance indicators to track the progress of facility PSM programs
  • Conduct internal PSM and RMP compliance audits
  • Facilitate pre-startup safety reviews (PSSR) for new facilities and expansions
  • Develop Emergency Response Plans and coordinate the plans with the local emergency provider committees (LEPC)
  • Performs other duties as assigned

Requirements: 
Education and/or Experience, Knowledge, Skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • Bachelor’s Degree preferred or equivalent knowledge demonstrated by work experience.
  • 6+ years of prior processing plant experience and/or process safety experience
  • Midstream gas processing knowledge
  • Proficient in reading and understanding piping and instrumentation diagrams (P&IDs)
  • Excellent communication skills, both verbal and written, as well as a professional and courteous attitude
  • Customer service mentality
  • Ability to prioritize tasks and objectives
  • Ability to work independently with little oversight
  • Dependable and self-motivated
  • Detail oriented
  • Mastery or proficiency in various software applications (i.e. Excel, Word, Access, EAM/MP2) 

 

Working Conditions: 
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Usually, normal office working conditions. 
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing. 
  • Occasional overnight travel may be required. 
  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
