Summary:
 

The Sr. Specialist - Marine Operations position reports directly to the Marine Manager. Individuals in this role will collaborate closely with the terminal operations group to ensure the efficient execution of daily Marine Assurance tasks within the terminal. In addition, the role will provide support for various aspects of our business, including terminal inspections, marine scheduling, incident investigations, and act as a liaison between the vessel and the terminal to ensure safe and efficient operations of vessels that call the terminal. 

 

Essential Duties and Responsibilities:

  • Responsible for delivering marine support to the terminal and fostering a culture of continuous improvement in marine performance, consistently pursuing technical enhancements to mitigate risk and enhance efficiency.
  • Ensure the safe transfer of cargo and promptly address any unsafe actions. Act as a liaison between all vessels and terminal operations, and provide marine expertise as required by terminal operational or commercial staff.
  • Monitors and documents statistical data for all terminal operations by continuously enhancing systems, ensuring quality outcomes, and implementing best practices and lessons learned.
  • Coordinates the efficient utilization of all asset team resources to ensure that business objectives are met (i.e., vetting and marine assurance, scheduling, maritime security, etc.)
  • Establish and maintain professional relationships with the owners of time-chartered vessels or those with frequent arrivals. 
 

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

 

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below: 

  • At least eight (8) years of relevant experience working in a port or shipboard environment 
  • Minimum of a 3rd Mate Oceans, Master of Towing, or equivalent license credentials are required.   
  • Marine Engineers are eligible to apply if they have relevant experience in petroleum transportation while holding their license
  • Experience in NGL or other fully refrigerated hydrocarbon liquids and their associated systems is desired; however, operational experience in petrochemicals (either on ships or at terminals) may also be considered acceptable.
  • Candidate must be able to communicate with key internal stakeholders in Terminal Operations, Engineering, and Commercial personnel. External stakeholders would include USCG, Pilots, vessel personnel and owners and the port safety committees.
  • Must demonstrate strong decision-making skills and possess comprehensive knowledge of CFRs, IMO standards, and industry best practices relevant to the marine sector, including facilities and shipping. Additionally, applicants should exhibit expertise in conducting audits, investigations, vessel inspections, Safety Management Systems, and vetting processes. 
  • Strong communication skills, both written and verbal, along with excellent interpersonal abilities. Capable of effectively communicating at all levels of an organization, as well as with individuals and groups from various disciplines, industries, and governmental agencies.
  • Applicants must exhibit strong analytical and problem-solving skills. Proficiency in essential IT competencies for communication, research, and reporting is required. Additionally, candidates should demonstrate the ability to independently prioritize work in alignment with the department and facility's overall objectives.
  • Ability to climb around vessels and confined spaces for inspections.
  • Must maintain a valid driver’s license for the state of residence. 
  • Must have and maintain or have the ability to obtain and maintain a Transportation Worker Identification Credential (TWIC).

Preferred Qualifications

  • Graduate of a Maritime Academy is preferred but not required if experience is commensurate to the time and exposure to the marine industry.
  • A proficient understanding of all aspects related to the transportation, transfer, storage, and processing of NGL’s (or other fully refrigerated hydrocarbon liquids).
  • Pipeline and/or process facility operation experience is desirable.
     

Working Conditions:
 
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • This role necessitates the employee to operate both within an office setting and in outdoor conditions. The individual must be capable of remaining stationary for 50% of the time, due to extended periods of sitting or standing. In fulfilling the duties of this position, the individual may often need to stand, walk, sit, ascend stairs, utilize tools at elevated positions on stairs and catwalks, lift, maintain balance, stoop, kneel, crouch, communicate verbally or through hearing, detect odors, input data using a keyboard, and write.
  • The MTA carries a cell phone and is an on-call position. Must be within a commutable distance of the facility and able to respond to emergencies as required.
  • Occasional overnight travel may be required.
  •  Should be capable of boarding a ship or other vessel using a gangway or ladder, ascending to the top of a tank (200 steps), climbing a vertical steel ladder up to forty feet or higher, and lifting and moving objects weighing up to 30 pounds.
  • While fulfilling job duties, the employee will work both indoors and outdoors, and may periodically be exposed to weather conditions throughout the year, coastal ocean environment, noise, and occasionally random process gases and vapors.
  • Specific visual skills required include the ability to see close up, perceive colors, have a wide field of vision, judge depth, and focus accordingly.
  •  Working on vessels with combustible/flammable/carcinogenic cargoes e.g. H2S
  •  Must be familiar with casualty assistance and emergency procedures for incidents such as, grounding, collision, allision, fire, explosion, floundering, man overboard.
