Summary:
Supervisor overseeing staff of professionals working in the DOT Compliance Group that are responsible for Federal and State pipeline permitting and licensing, Texas Railroad Commission Critical Infrastructure (CID) submissions and filings, PHMSA Notifications and State and Federal fee and penalty payments.
This position will have primary responsibilities that include training and guidance of existing and new staff members, assigning areas of responsibility and associated workload to the staff ensuring equitable distribution of such, maintaining a system to track deadlines for filings and resolving any issues that may arise with Federal and State agencies related to any new or renewal flings.
This role also fulfills a critical liaison function that is necessary for completing the filing of notifications, permit and license applications and renewals. This function will require routine interaction with numerous external agency partners as well as internal groups that include Legal, Right-of-Way, Operations, Pipeline Integrity, GIS, Engineering & Construction, Commercial, Plant Accounting, and Business Development, among others.
Essential Duties & Responsibilities:
- Provide direction and oversight of permitting and licensing program.
- Provide direction and support to existing staff of permitting analysts.
- Responsible for administering training to any new staff additions.
- Perform tracking and quality assurance/quality control for all required permits and license applications and fee payments.
- Comprehensive knowledge of Federal and State permitting and licensing rules and requirements.
- Ability to understand proposed and pending rulemakings related to permitting and licensing and develop action plans to aid Company in understanding impacts and assist in charting roadmap for achieving compliance.
- Develop, maintain, and leverage internal and external professional relationships in order to effectively conduct role
- Work collaboratively with numerous internal groups to collect, organize, review, and compile extensive data sets required to complete new and renewal permitting and licensing packages.
- Provide direction and oversight of workflows required for compliance with TX RRC Critical Infrastructure regulations.
Required Education:
Bachelor’s degree or equivalent job-related experience.
Required Experience is commensurate with the selected job Level:
The Supervisor position requires 8+ years of relevant job-related experience.

- Ability to work collaboratively with legal, engineering, technical specialists, regulatory agencies, field personnel and the staff of other internal organizations.
- Ability to demonstrate commitment to compliance with applicable laws and regulations, the Company’s Ethics and Compliance Code of Conduct, and other Company policies and procedures, and successfully complete all required training courses.
- Ability to demonstrate and utilize effective oral and written communication skills.
- Ability to demonstrate respect for all individuals and adhere to the Company’s values and business practices.
- Ability to manage multiple projects, priorities, and deadlines.
- Ability to use computer software proficiently, including spreadsheets, database, word processing and presentation software.
- Ability to provide a valid state driver's license, present and maintain a good driving record and to operate company vehicles, if necessary, safely and in compliance with applicable laws and company policies.
Preferred Qualifications:
- Prior Federal and State permitting, licensing, and reporting and/or Regulatory Compliance experience.
