Summary:
The position reports to the Western Division Tech Ops Director. This position is responsible for technical services, commissioning support, maintenance and project management for the region. This field engineering position is based in Midland, TX.
Essential Functions and Responsibilities:
- Day to day operational support for field operations and Operations Control Center and Gas Control Center. Interaction from pipeline or pump performance, drag reduction agent management, operational set point determination/change, pipeline encroachments, replacement equipment specifications and regulatory audit support.
- Specify, maintain, troubleshoot and repair operating equipment utilized in pipeline and pipeline related facilities including various types of motors, valves, storage tanks, vapor recovery systems, loading racks, additive injection systems, measurement facilities and other devices.
- Perform root cause analysis to identify solutions to eliminate chronic equipment problems.
- Works with maintenance and operations personnel on new equipment and procedures as required.
- Perform hydrotest calculations utilizing Company’s Test-op program.
- Organize, schedule and prioritize departmental and individual work to meet various schedules and objectives, reprioritize on short notice.
- Provide project engineering and management for small capital projects. This includes estimating and submitting project for approval and management of the project through start-up and project closure.
- Direct engineering support services through the application of engineering expertise, problem solving, and good working knowledge of related engineering and daily operating requirements.
- Prepare and review design and construction scopes of work as well as material specifications for small maintenance and capital projects including tanks, pumps, motors valves and facility piping and pipeline encroachments.
- Approve technical bid evaluations and requisitions prepared by engineering procurement and construction contractors.
- During project execution, ensure coordination with key stakeholders including Operations, Scheduling, Control Center, Right-of-Way, and contractors.
- Communicate and coordinate directly with Operations, assuring all project work is performed in a timely manner, with minimal disruption to product movements.
- Coordinate with contractors for maintenance and construction projects by field interface and general supervision of work progress.
- Assure all safety procedures and policies are communicated and enforced with contractors.
- Control project costs by providing budget projections and maintaining a constant awareness of projects status in relation to approved budget.
- Assists in developing site annual budget for Operation & Maintenance and capital projects.
- Actively participates in Western Division operating area regarding Health, Environmental, Safety programs and security to assure a safe and environmentally sound workplace.
- Assure compliance with federal, state, and local environmental regulations and operating permits. Regulations (CFR 195 and/or 192) and other applicable standards and specifications.
- This position may be required to participate in all aspects of emergency response as directed.
- Understand and implement all company job related processes, procedures, guidelines and best practices.
Requirements:
Education and/or Experience, Knowledge, Skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:
- BS Engineering degree (Mechanical, Civil, Electrical, Petroleum, Industrial)
- Must be a highly motivated and customer-oriented team player possessing eagerness to learn outside of his / her own discipline.
- Strong problem-solving skills, including logical thought processes, with ability to resolve varying complexity of issues. Must be self-motivated with the ability to successfully and simultaneously manage multiple tasks, meet multiple deadlines and work with minimal direct supervision.
- Experience reading and interpreting various disciplined engineering drawings, governmental regulations, contracts, manuals, specifications, surveys, charts, load studies, various reports and correspondence
- Proficient in Microsoft applications (such as Word, Excel, PowerPoint and Outlook)
- Excellent interpersonal skills including the ability to work as part of a team.
- Excellent written and verbal communication skills
- Travel required (~20-30%) as needed to support projects and other initiatives.
Required experience is commensurate with the selected job level:
- The Engineer level requires a Bachelor’s degree in an engineering discipline and 3-6 years of relevant job related experience
- The Senior Engineer level requires a Bachelor’s degree in an engineering disciplineand 6-10 years of relevant job related experience
- The Staff Engineer level requires Bachelor’s degree in an engineering discipline and 10+ years of relevant job related experience
- The Principal Engineer level requires Bachelor’s degree in an engineering discipline and 12+ years of relevant job related experience with a strong preference for a PE license

- Normal office working conditions and field work
- Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
- Occasional overnight travel may be required.
- Visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment will occur.
