Summary:
 

This position is responsible for monitoring and testing compressor engines/turbines and other natural gas pipeline and gas processing equipment emission sources in accordance with local, state and federal air quality regulations.  Provide detailed emissions testing reports which ensures emissions standards are being met pursuant to their regulatory limitations and deadlines. Will work closely with Field Operations teams to maintain compliance with regulatory emissions standards. Coordinate and supervise third party contractors to ensure proper scheduling of EPA Reference Method testing, attend all testing events, and ensure all safety procedures are being followed.

 

Essential Duties and Responsibilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The essential job duties for this position are listed below:

  • Effectively utilizes special tools and instruments such as: Electronic manometers, Exhaust Gas Analyzers (including setup, operation, calibration, etc.) to prepare, perform, record, and validate emissions levels of multiple criteria pollutants, along with use of proprietary software system, to maintain required engine/turbine emissions testing program.
  • Prepare and maintain detailed emission monitoring reports and other regulatory required data that is utilized to demonstrate the Company is operating in compliance with state and federal emissions limitations.
  • Assist with applying company environmental policies and procedures effectively and consistently across the area of responsibility.
  • Coordinate to provide technical and regulatory support to Field Operations and Environmental Specialists within their area.
  • Read, understand and interpret air quality permit requirements associated with each facility in an assigned area.
  • Maintains advanced knowledge of state and federal testing regulatory requirements and protocols including, but not limited to, NSPS Subparts IIII, JJJJ, KKKK, NESHAP Subpart ZZZZ, HH, EPA Reference Methods and state air permitting requirements.
  • Properly operate and maintain portable emission analyzer and other sampling/testing equipment.
  • Coordinate with field operations for any needed adjustments, repairs, replacement or testing of emission sources or control equipment.
  • Assist field operations teams with projects, troubleshooting, and commissioning of new, modified and replacement equipment including setup of engines/turbines to ensure equipment is set up, operated, and maintained properly in order to ensure compliance with air permits and other regulatory requirements.
  • Utilizes enhanced tracking system to schedule, track and document runtime and required testing frequency for each permit required engine/turbine emissions source within an assigned area on a monthly basis to ensure compliance with various regulatory deadlines.
  • Communicate with field operations concerning each engine/turbine in their assigned area that requires an emission test and coordinate an appropriate date/time to perform the test within the regulatory required timelines.
  • Notify Company Environmental, Health & Safety (EH&S) department on a timely basis of any emissions that exceed limits and may assist in reporting to proper regulatory agencies.
  • Assist with state, local and federal regulatory agency inspections.
  • Perform internal facility assessments on routine basis to ensure equipment is in compliance with air permit.
  • Develop and present emissions related training to field operations on multiple topics.
  • Collect extended gas analysis and glycol samples for all facilities in accordance with regulatory requirements.
  • Observes all safety requirements and actively participates in company safety initiatives. Identifies, reports, and takes immediate actions to correct unsafe conditions.

Required education:

  • Associates degree in mechanical, electrical, computer technology or other technical discipline; or
  • High school diploma and minimum of three (3) years directly related experience.

Required experience is commensurate with the selected job level:

  • Level C requires a minimum of 0 - 2 years of relevant experience in a midstream operations role or equivalent work experience
  • Level B requires a minimum of 2 – 4 years of relevant experience in a midstream operations role or equivalent work experience
  • Level A requires a minimum of 4+ years of relevant experience in a midstream operations role or equivalent work experience

Required Qualifications:

  • Advanced knowledge in the operation, maintenance, troubleshooting, and repair of all types of compression, process equipment and emission control devices.
  • Strong oral and written communication skills with the ability to communicate effectively with management, third-parties, government agencies and customers.
  • Work independently and complete scheduled work with minimal supervision.
  • Excellent organizational skills
  • Must maintain valid driver’s license in state of residency

Preferred Qualifications:

  • Proficient with computers including MS Office applications such as Excel and Outlook as well as other computer-based work training, time reporting, expense reporting, and on-line work applications and documentation.
  • Mechanical aptitude along with the proficient use of Portable Emissions Analyzer (PEA) and PEA Emission Software.
  • Proficient in the use of Caterpillar Gas Engine Rating Pro, Caterpillar Electronic Technician, along with the maintenance repair and troubleshooting of various types of compression equipment, plant equipment and troubleshooting repair of all types of equipment associated with natural gas midstream operations.

Working Conditions:

  • Potential for heavy lifting with and without assistance.
  • Exposure to adverse weather, cramped conditions, long distance traveling in a motor vehicle, and required to stand, walk, stoop, kneel, or climb ladders for reasonable periods of time.
  • Work on and around equipment and facilities that require knowledge of, and adherence to safe work procedures and practices.
  • Subject to respond to operational issues and emergencies after working hours, and on weekends and holidays.
  • Visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
  • Occasional overnight travel may be required.
