Summary: 

Member of a staff of professional specialists working in the DOT Compliance Group that leads both external regulatory agency inspections and internal inspections performed on the Company’s gas, liquid, and underground storage pipelines and facilities.  Assists Operations, Engineering & Construction and other key supporting internal departments with interpretation and implementation of procedures and programs that support Company compliance with Federal and State pipeline safety regulatory requirements.  This position provides the unique opportunity to be based in an office environment but spend a significant portion of time in the field directly engaged with operations and supporting personnel. 

The position requires comprehensive knowledge or the ability to develop such within the functional area. Performs work under general direction and work is reviewed upon completion for adequacy in meeting objectives and ensuring compliance with processes, standards and policies of the organization. Provides technical solutions to wide range of difficult and complex problems. Solutions are imaginative, thorough, practical and consistent with the objectives of the organization. This position may train and mentor less experienced professionals.

 

Essential Duties & Responsibilities:

  • Lead and facilitate State, Federal Agency and internal Pipeline Safety inspections covering Operation and Maintenance, Construction and supporting programs as well as critical infrastructure inspections.

  • Continuously review compliance program effectiveness; identify trends and make recommendations for improvements.

  • Utilize Company Maintenance Management System (MMS) application to extract various reports (i.e. Operations Measures Reports, O&M activity reports, etc.).

  • Ability to run advanced reports and train less experienced users on advanced functions within compliance reporting software, MMS.

  • Review Operations Measures Reports and other reports from the MMS system to ensure compliance.

  • Coordinate all stakeholders to ensure pre-inspection material and required data is complete and comprehensive.

  • Provide support to and potentially lead cross-functional teams in the development of action plans for both internal and external identified inspection items and issues.

  • Perform tracking and quality assurance/quality control of assigned action items.

  • Provide interpretation and policy review with the use of comprehensive knowledge in 49 C.F.R. 191, 192 and 195 and State specific pipeline safety regulations.

  • Provide training to local asset areas on inspection protocol, regulatory and program requirements.

  • Potentially provide leadership and direction to less experienced DOT Compliance Specialists through extensive experience and comprehensive technical knowledge.

Required Education:

  • Bachelor’s degree in relevant field or additional equivalent work experience.

Required Experience is commensurate with the selected job Level:

  • The Specialist/Engineer level requires a Bachelor’s degree or equivalent experience and 2-5 years of relevant job-related experience.
  • The Senior Specialist/Engineer level requires a Bachelor’s degree or equivalent experience and 5-8 years of relevant job-related experience.
  • The Lead Specialist/Engineer level requires a Bachelor’s degree or equivalent experience and 8+ years of relevant job-related experience.

Required Qualifications:

  • Ability to demonstrate commitment to compliance with applicable laws and regulations, the Company’s Ethics and Compliance Code of Conduct, and other Company policies and procedures, and take all required training courses.
  • Comprehensive knowledge of federal, state and local regulations (i.e. PHMSA and individual State Pipeline Safety Regulations).
  • Ability to develop comprehensive knowledge of company compliance programs.
  • Ability to develop comprehensive knowledge of company standards, procedures and MOC process.
  • Ability to demonstrate respect for all individuals and adhere to the Company’s values and business practices.
  • Ability to work across organizational boundaries.
  • Ability to work collaboratively with engineers, technical specialists, regulatory agencies, field personnel and the staff in other internal organizations.
  • Ability to demonstrate leadership skills.

  • Ability to use personal computer software proficiently, including spreadsheets, database, word processing and presentation software.
  • Ability to demonstrate knowledge and understanding of gas and liquid pipeline operations.
  • Ability to provide a valid state driver's license, present and maintain a good driving record and to operate company vehicles safely and in compliance with applicable laws and company policies.
  • Respect and follow safety policies and regulations


Preferred Qualifications:

  • Prior Pipeline Operations, Field Engineering or Regulatory Compliance experience.


Working Conditions and Requirements:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Ability to exert up to 10 pounds of force occasionally, and /or a minimal amount of force frequently to lift, carry, push, pull or otherwise move objects. 
  • Ability to bend and stoop for filing.
  • Ability to sit for long periods of time.
  • Ability to view a laptop screen or personal computer monitor for long periods of time.
  • Ability to operate a laptop or personal computer and office equipment, including copiers, scanners, telephones and mobile phones.
  • Ability to work outside of normal work schedule (scheduled and/or unscheduled, nights and/or weekends), as needed or required to meet established deadlines or agency reporting requirements.
  • Ability to work outdoors, with some exposure to all weather conditions while wearing PPE.
  • Ability to work successfully in an office environment with moderate daily pressure to meet deadlines.
  • Ability to travel for consecutive days up to one full week at a time.
  • Travel up to 50% of time
