Strong understanding of Federal regulations as well as Texas and Louisiana state air regulations required.  Detailed knowledge and understanding of air quality regulations and how they apply to the natural gas midstream, crude oil & finished products transportation sector, and NGL processing industries is desirable.  Knowledge of the air regulations for Ohio, Michigan, Pennsylvania, or West Virginia is a plus.

Essential Duties and Responsibilities:

  • The position will be responsible for permit application preparation for various Energy Transfer projects to include an understanding of general permit and Permit-by-Rule (PBR) type authorizations.  Also the ideal candidate would possess working knowledge of New Source Review, PSD, and Title V Permitting.
  • Knowledge of, and ability to assist with, and preparing various state annual emissions inventories in both paper and electronic formats is preferred.
  • Working knowledge and experience with greenhouse gas emissions estimations, report preparation, and submission to EPA is required.  Additional knowledge of database design, report creation, and data management is a plus.
  • The candidate needs to be familiar with reviewing and analyzing local, state, & federal laws and regulations as needed and applying analyses to specific projects.
  • The ideal candidate must have the ability to work with little supervision and multitask in a fast paced environment.
  • Good verbal & written communication skills.
  • Able to coordinate several projects and communicate well with various operational, commercial, and engineering groups.
  • Must have the ability to work with all levels of management.

Education and/or Experience, Knowledge, Skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:
  • HS diploma or equivalent
  • Bachelor’s degree in Engineering, Environmental or Applied Sciences preferred or equivalent experience in lieu of degree
  • 8+ years of related experience
  • 5+ years' experience in air quality preferred
  • Must have experience with Word, Excel, Outlook, EPA Tanks, GRI GlyCalc, and/or other simulation software.


Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Usually, normal office working conditions.

  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.

  • Occasional overnight travel may be required.

  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
