Summary:

The Supervisor of Interstate Gas and As-Builts reports to the Manager of Engineering Records and As-Builts. The Supervisor will provide oversight and manage a team of GIS Technicians to maintain the company Interstate natural gas pipelines and related facilities. The incumbent reviews, develops, and participates in procedures and processes pertaining to the Interstate pipeline system in accordance with good business practices and government requirements and regulations related to new pipeline projects, pipeline replacements projects, and facility installations. The Supervisor will stay current with pipeline regulations and industry standards.

Essential Duties and Responsibilities:

  • Manage the GIS As-Built group in support of pipeline integrity and regulatory projects.
  • Oversees a team to coordinate, create and update the GIS As-Built data for pipeline routes, facilities and other company assets using a variety of sources.  (GPS, Alignment Sheets, as-built CAD files and shapefiles)
  • Oversees the efficiency and accuracy of migrated As-built data into GIS database utilizing company approved data entry applications.
  • Monitors and assesses quality control of GIS As-built data.
  • Ability to train and lead team members including contract staff, providing guidance on projects as needed.
  • Periodic field trips to operations facilities or construction site and occasional travel to training meetings/seminars.
  • Participates in task groups, conferences and training sessions
  • Performs mid-term and final performance reviews.
  • Assists Manager with capital and G&L budget.

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • Bachelor’s degree or equivalent work experience
  • 8+ years of Natural Gas Transmission As-Built experience.
  • Strong oral/written communication skills, administrative/organizational skills and analytical/problem solving skills required.
  • Ability to effectively organize, plan, prioritize, document and complete work independently.
  • Demonstrate initiative and ability to manage multiple work tasks and changing priorities.
  • Ability to analyze data and apply critical thinking skills to generate options and solutions.
  • Strong computer skills including but not limited to solid proficiency with Microsoft Office Products (Word, Excel, PowerPoint)
  • Must be a self-starter and possess strong organizational skills to organize and prioritize daily work with minimal supervision.
  • Must be able to interface effectively with all levels of internal and external personnel.
  • Must be a team player and self-motivated with a high level of energy.
  • Knowledge of pipeline data and pipeline regulatory data requirements is highly recommended (pipeline components/ specifications such as fittings and pipe segments; pipeline event data such as coating, hydro-test, and MAOP).
  • Must have extensive experience in gas transmission or related field, with As Built or new construction project experience.
  • Possess familiarity with coordinate systems, such as UTM zones, NAD83, etc.
  • Must possess excellent research skills, extensive experience working with data/databases, pipeline historical documents such as alignment sheets, plats, location maps and construction notes (field books, re-chain).
  • Knowledge of pipeline materials, including Centerline stationing and proficiency in performing calculations for equations.
  • Familiarity with survey techniques considered beneficial.

Preferred Qualifications:

  • Bachelor’s degree in GIS or Computer Science
  • Good working knowledge of oil and gas engineering principals, standards and specifications, industry and regulatory rules and regulations pertaining to the 49 CFR Parts 192 and 195 for pipelines and related facilities,
  • Heavy use of ESRI ArcGIS tools (ArcSDE, ArcGIS Server)
  • Must have strong project management skills, facilitation, communication and interpersonal skills.

Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Usually, normal office working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Occasional overnight travel may be requested.
  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
