Summary:

Member of a staff of professionals working within the DOT Compliance team responsible for Federal and State pipeline permitting and licensing, Texas Railroad Commission (TXRRC) Critical Infrastructure (CID) submissions and filings, PHMSA Notifications and State and Federal fee and penalty payments. 

This role requires and offers a unique opportunity to have routine interaction with numerous external agency partners as well as internal groups that include Legal, Right-of-Way, Operations, Pipeline Integrity, GIS, Engineering & Construction, Commercial, Plant Accounting, and Business Development, among others.


Essential Duties and Responsibilities:

  • Ensure company maintains compliance with State and Federal Regulatory Agency permitting and licensing
  • Coordinate, file, and maintain operating permits and organization reports with various State and Federal Regulatory Agencies Responsible for maintaining Company TXRRC T-4 permitting and P-5 organization reports.
  • Provide significant support for TX RRC Critical Infrastructure Division (CID) reporting and submittal
  • Verification and processing of annual DOT and State mileage fee payments
  • Track conveyance and purchase and sale documents for company assets
  • Gather necessary information and file State and Federal required project notification
  • Interface with multiple internal teams including legal, right-of-way, commercial, operations, GIS, FERC regulatory and   others as needed in order to complete job functions and requirements.
  •  Assist in management of internal team email inboxes and determine appropriate actions based on contents of messages
  • Assisting internal teams to determine ownership, operating permits, and other unique attributes of company assets.
  • Perform tracking and quality assurance/quality control for Federal and State filings.
  •  Perform other duties as assigned by manager

Education and/or Experience, Knowledge, Skills & Abilities:

Required Education:

 ·         Bachelor’s degree in relevant field or additional equivalent work experience.

 

Required Qualifications:

  • The Associate Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 0-2 years of relevant job related experience
  • The Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 2-5 years of relevant job related experience
  • The Senior Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 5-8 years of relevant job related experience
  • Ability to demonstrate commitment to compliance with applicable laws and regulations, the Company’s Ethics and Compliance Code of Conduct, and other Company policies and procedures, and take all required training courses.
  • Ability to demonstrate respect for all individuals and adhere to the Company’s values and business practices.
  • Ability to demonstrate and utilize effective oral and written communication skills.
  • Demonstrate advanced organization skills and flexibility to manage and prioritize multiple projects in a demanding environment to meet critical deadlines
  • Strong attention to detail
  • Self-motivated and able to work with minimal direct supervision
  • Ability to manage complex and highly confidential matters in a mature, professional, manner
  •  Ability to navigate and organize information appropriately within Federal and State web portals
  • Ability to work across organizational boundaries.
  • Ability to work collaboratively with engineers, technical specialists, regulatory agencies, field personnel and the staff in other organizations.

  • Ability to use personal computer software proficiently, including spreadsheets, database, word processing and presentation software (Microsoft Word, Excel, Power Point and SAP)
  • Ability to demonstrate knowledge and understanding of gas and liquid pipeline operations.
  • Ability to provide a valid state driver's license, present and maintain a safe driving record and to operate company vehicles safely and in compliance with applicable laws and company policies.
  • Respect and follow safety policies and regulations

Preferred Qualifications:

·         Prior experience in the Pipeline or Energy Industry is preferred

·         Working knowledge of natural gas and hazardous liquid pipeline industry policies and procedures

·         Working knowledge of Agency filing requirements for organization and licensing with the following States:

o   Texas

o   Louisiana

o   New Mexico

o   Kansas

o   Pennsylvania

  • Ability to sit for extended periods of time.
  • Ability to view a laptop screen or personal computer monitor for extended periods of time.
  • Ability to occasionally work overtime
  • Ability to work successfully in an office environment with daily pressure to meet deadlines.
