Energy Transfer is a master limited partnership that owns and operates one of the largest and most diversified portfolios of energy assets in the United States. In total, the Company owns and operates approximately 86,000 miles of natural gas, crude oil, refined products, and natural gas liquids pipelines, terminals, and acquisition and marketing assets which are used to facilitate the purchase and sale of crude oil, natural gas, natural gas liquids, and refined products.


This position will manage a team of Technicians responsible for the measurement of over 7 Bcf/d of natural gas and field communication in PA, WV, and Ohio.  Responsibilities include oversight of over 400 meter stations and measurement operations at a NGL cryogenic plant.

Essential Duties and Responsibilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The essential job duties for this position are listed below:

  • Provide work direction and technical guidance to associated direct reports.  Supervises, selects, coaches and develops area staff.  Assesses the need for, and oversees implementation of, programs to ensure employees possess technical, interpersonal and organizational skills required to support operating plans. 
  • Coordinate the maintenance, repair, testing, calibration, installation and inspection of measurement, communication and control equipment within area of responsibility to insure compliance with AGA, API, GPA and FCC requirements.
  • Ensure compliance with all local, state, and federal regulatory guidelines/requirements, creating a culture of safety.  Proven knowledge of safety requirements and procedures relating to all aspects of the operation of natural gas, and natural gas liquids facilities
  • Provide project support and/or management during the installation of instrumentation and equipment in new and renovated measurement and/or regulation facilities.
  • Manage area relative to technical improvements, budgets, and manpower requirements.
  • Responsible for preparation and managing of CAPEX and OPEX budgets for area of responsibility.
  • Insure asset base is being maintained in accordance with all applicable EPA, DOT, RRC, OSHA regulatory requirements, company operating procedures and contractual requirements.
  • Requires strong leadership and organizational skills.
  • Excellent communication skills to interface with customer and technician base.


Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  •   A minimum of 8 years’ experience in pipeline and/or facility measurement.
  • Strong oral and written communication skills. Ability to interact with all levels of the company from represented meter proving technicians up to the Vice-Presidents of Measurement, Operations and Engineering.
  • Ability to establish, defend and implement a coherent long-range capital program that meets the changing needs of ET's measurement practices.
  • Strong analytical skills, ability to promptly analyze measurement problems, identify the root causes, and make concrete proposals to resolve measurement issues by implementation of corrective actions that are remedial and preventative.
  • Must be able to write clearly, as the position will have responsibility to analyze measurement problems and to create reports that will be shared with a wide internal audience, and which, at times will be shared with external companies and organizations.
  • Must have a comprehensive understanding of API and GPA measurement policies and be familiar with the best industry measurement practices.
  • Ability to independently establish work priorities that are in line with overall department goals.
  • Must possess strong decision-making ability.
  • Ability to communicate effectively with a variety of internal and external customers, especially on issues that will have significant financial impact to all of the involved parties and companies.

Preferred Qualifications:

  • Associate's or Bachelor's degree in an Engineering discipline highly preferred.
