Manager - Pipeline Projects will provide day-to-day oversight for the liquids pipeline projects team. This group is primarily responsible for Maintenance Capital and Expense projects including hydro static testing existing pipelines, integrity related pipeline repairs, purging systems for pipe section replacements, commissioning (start-ups), relocations including horizontal directional drills (HDD), washout / exposure remediation, emergency response, and more. The Sr Manager leads a team of project managers and several contract inspectors & contract crews. Managing budgets, spend tracking & forecasting, and tracking project status are other key aspects. The department interfaces with several other stakeholder departments to coordinate projects including: Scheduling, Control Center, Pipeline & Terminal Operations, ROW, PLI, Technical Services, Commercial, other divisions within LTO, and more.
Summary:
This position manages and maintains the protection of the environment and the health and safety of our employees, customers, and the community in which we operate. To that end the following items are also within the management scope of this position:
- Ensure compliance with PHMSA 195 requirements and Pipeline Safety Management Systems. –
- Lead and mentor employees and contractors in the execution of their assigned workload by providing support and direction. Get directly involved as necessary.
- Oversee the development of comprehensive work plans that fosters a culture for the safe work performance of internal staff, inspectors, and contractors
- Plan and deliver training curricula for inspectors, welders, and company personnel who perform work on pipeline assets. Utilize company material such as SOP’s, Engineering Standards, Welding Manual, Safety Standards, Best Practices, and third-party trainers (e.g. NDE, competent excavation).
- Lead After Action Reviews (AAR) once projects are completed in order to continuously improve the team’s performance. Participate in AAR’s post incident including Level 2 and 3 root cause analysis in accordance with the company’s ‘Unwanted Event Investigation’ Program.
- Provide technical expertise to operations for maintenance tasks including repairing or replacing pipe, application of coating, welding procedures, safe excavation, work permitting including ‘hot-work’, and more.
- Work closely with Scheduling, Control Center, Pipeline Operations, Terminals, Pipeline Integrity and others when requesting and scheduling system down-time.
- Ensure as-built documentation and repair records are completed timely and submitted to appropriate departments (e.g. G-Forms, drawings, OQ records, etc…).

Minimum Requirements:
- 8+ years of relevant work experience
Bachelor's degree or equivalent work experience
- Knowledge, Skills, and Abilities related to pipeline construction and maintenance.
- Sound knowledge of API, ASME, OSHA, and DOT codes and standards with an ability to apply that knowledge to pipeline projects
- Proficiency in Microsoft applications (such as Word, Excel, PowerPoint and Outlook).
- Excellent written and verbal communications skills.
- Excellent interpersonal skills including the ability to lead and work as part of a team that includes Energy Transfer employees, contract inspectors, contractors, vendors, and suppliers.
- Ability to work weekends, holidays, emergency response and respond to callouts and on a non-routine basis.
- Physical requirements - Must be able to lift 40lbs. climb ladders and stairs. walking, bending, stooping is required. Must be able to wear personal protective equipment including the use of a respirator. Must be able to respond to visual and audible.
Preferred Skills or Experience;
- BS degree in Engineering
- Certifications for Competent Excavation and Welding Inspection.
