Summary:

The Manager – Nederland NGL Operations is responsible for the daily management and operations of the Nederland NGL systems including Mariner South, Butane Unit, Orbit Ethane, Natural Gasoline, Flexport, and future expansion projects.   Responsibilities encompass safety, environmental stewardship, organizing, planning, and directing all aspects of daily NGL operations and maintenance.  The Manager will ensure operational excellence, industry leading safety, environmental performance, and customer service.  The position administers capital and expense budgets annually, is accountable for business results for Nederland NGL systems and is responsible for NGL related metrics and KPI’s.  This position currently assists in managing hourly employees (represented) and contractors. This role includes expense accountability and capital plan execution.

During the NGL expansion of the Nederland Terminal over the next 2-3 years, this position will temporarily provide operational input and coordination to support the projects through design, construction, and commissioning.  Once the NGL expansion projects are online, this position will transition into daily operations management as described above. 

Essential Duties and Responsibilities: 

  1.    Direct NGL workforce and daily operations for safe, environmentally sound, efficient, and profitable product logistics services.

a.    Oversee execution of daily operating plans.
b.    Manage performance of operating workforce, including administration of CBA for represented employees.
c.    Identify and investigate operating issues or incidents and implement appropriate corrective actions.
d.    Interface with customers to ensure excellent customer service.
e.    Measure key performance indicators and utilize periodic reviews to drive business performance.
f.    Manage MOC’s, SAP, PM’s, Training, Work Plans, Safety and Environmental.
g.    Manage capital and expense budgets.

2.    Develop and implement strategies to improve operations, create competitive advantage and grow earnings.
3.    Support commercial in developing business opportunities and Engineering in the design and implementation of new projects.
4.    Develop, present and implement approved business plan for Nederland NGL systems.
5.    Manage growth of the NGL facility.

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:

  1.     Relevant current supervisory / management experience at the Nederland terminal is required for consideration.
  2.     Minimum 8+ years of experience in liquid products terminal operations and/or petroleum logistics operations in a unionized environment.
  3.     Ability to communicate effectively with customers and senior management as well as Engineering, Business Development, and other         departments.
  4.     Experience in a represented environment.
  5.     Demonstrated management, analytical, and problem-solving skills.
  6.     Strong written, oral communication and computer skills.
  7.     Must maintain a valid driver’s license for the state of residence.
  8.     Must have and maintain or have the ability to obtain and maintain a Transportation Worker Identification Credential (TWIC).

Preferred Qualifications:

1.    Bachelor’s degree or some college with equivalent experience preferred.  
2.    Liquid terminal experience including NGL chilling, NGL storage (ambient and cold), dock operations, and dehydration.
3.    PSM background
4.    Ability to organize and manage multiple priorities effectively.  
5.    Knowledge of HES standards and environmental regulations as they pertain to petrochemical field maintenance work. Petrochemical or industrial field maintenance experience.

Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  1.    Usually, normal office working conditions. 
    2.    Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing. 
    3.    Overnight travel maybe required. 
    4.    Position is based in industrial settings which may include hazardous materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
