Summary:

 

The NGL Operations Shift Supervisor is responsible for the daily oversight of the operations of the Nederland NGL systems including Mariner South, Butane Expansion, Orbit Ethane and future expansion projects.  

 

Responsibilities encompass safety, environmental stewardship, planning and assigning operations personnel for daily duties, overtime assignments, meeting ship and barge dock schedules and incident response.  Successful candidate will also be responsible for managing multiple incoming/outgoing pipelines and coordinating operations with multiple departments, customers and outside contractors, and assisting the Manager – NGL Operations to organize, plan, and direct daily NGL operations and maintenance.  Supervisor will provide oversight to ensure quality product is received and delivered from the facility while minimizing downtime.  They will be responsible for assisting the Operations Manager in the hiring and training of new employees and development of existing employees.  Candidate must have the ability to complete projects within approved expenditure limits and estimated schedules.  The supervisor ensures that all contractors, customers and vendors follow Company Policies and Procedures when accessing or working in the Terminal.

 

During the NGL expansion of the Nederland Terminal over the next 2-3 years, this position will be on day shift and temporarily report to the Director – Terminal Integration to provide operational input and coordination to support the projects through design, construction and commissioning.  Once the NGL expansion projects are online, this position will transition into a shift role in daily operations as described above.

  

 
Essential Duties and Responsibilities:
 

Oversee the on shift NGL workforce and operations for safe, environmentally sound, efficient, and profitable product logistics services.  This includes:

  • Facilitation of O.Q., PSM, and job specific training and testing for NGL Operations.
  • Maintaining and revising operating procedures per PSM and DOT regulations.
  • Champion the effort to have zero Safety, Vehicle or Environmental incidents within NGL Operations.
  • Act as the central on shift point of contact for NGL operations at the facility.
  • Lead and/or participate in HES audits performed by internal/external customers including regulatory audits/inspections for Nederland Terminal Operations.
  • Participate in LPG Terminal Operations Emergency Response as needed.
  • Champion the MOC program and ensure approvals are in place before any changes are made.
  • Participate in the budget process.

  • Coordinate with maintenance supervisors to execute the reactive and predictive maintenance in the NGL operation.  This includes planning, preparing and administering the DTR’s and detailed work plans associated with the work.

  • Work closely with Mont Belvieu, Pipeline scheduling and Nederland scheduling to provide an uninterrupted and scheduled supply of product to NGL storage and/or docks.

  • Ensure compliance with company policies & procedures, regulatory rules and laws and customer contracts and requirements.

  • Maintain excellent customer service/relationships.

  • Monitor performance indicators and measurements relating to the productivity of employees and the efficient utilization of NGL terminal facilities. 

  • Support the growth of the NGL facility.

Requirements:

 

 

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:


  • 8+ years of experience in liquid products terminal operations and/or petroleum logistics operations. 

  • HS Diploma or Bachelor's degree or equivalent work experience

  • Ability to communicate effectively with customers and management as well as Engineering, Business Development, regulatory agencies, inspectors, contractors and other departments. 

  • Strong written, oral communication and computer skills.

  • Excellent trouble shooting and problem solving skills

  • Good organizational skills and a record of very positive work performance

  • Emergency response training and experience.

 

Preferred Qualifications:

Education and/or Experience, Knowledge, Skills & Abilities:

  • Relevant current experience at the Nederland terminal.
  • Experience in a represented environment.

  • Bachelor’s degree or some college with equivalent experience preferred. 

  • Liquid terminal experience including NGL chilling, NGL storage (ambient and cold), dock operations, and dehydration.

  • PSM background.

  • Ability to organize and manage multiple priorities effectively. 

  • Knowledge of HES standards and environmental regulations as they pertain to petrochemical field maintenance work. Petrochemical or industrial field maintenance experience.

  • Works a 12 hour, rotating shift and is subject to call-out in the event of emergency.

  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.

  • Overnight travel may be required.

  • Position is based in industrial settings which may include hazardous materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
