Summary

The Engineering and Construction (E&C) Project Compliance and Documentation team is seeking a Regulatory Engineer/Specialist to monitor, interpret and implement any changes in federal and state regulations.  This position will be communicating to and working with project management teams, Subject Matter Experts (SMEs), and other departments on items that affect the design and construction of new assets.

This position will also support federal and state regulatory audits on selected Company Engineering & Construction Projects for pipeline and pipeline facilities including Mainline Pipe, Compressor Stations, Pump Stations, Meter Stations, Tanks, etc. 

Essential Duties and Responsibilities:

**Lists duties and responsibilities in rank of importance or time spent doing each function. Must constitute at least 5% of an incumbent’s time.

·       Remain current with new and proposed state and federal regulations, including PHMSA Advisory Bulletins.

§   Will communicate with applicable groups/stakeholders to determine impacts to current company requirements. 

§   Ensure Engineering Standards are up to date with current state and federal regulations, including industry standards incorporated by reference.

§   Ensure implementation of regulations by working with project management teams during design and construction activities. 

§   Provide training on regulations to company personnel as necessary.

·       Provide engineering and technical support for E&C on DOT Compliance related to pipeline design and construction.

·       Provide assistance with jurisdiction reviews for new construction projects.

·       Provide engineering / technical support during PHMSA and state pipeline safety regulatory inspections and audits.

·       Serve as the DOT Compliance SME for pipeline design and construction.

·       Support Quality Assurance efforts of DOT Compliance Programs, ensuring programs are documented to demonstrate compliance with regulatory and internal requirements, processes, and standards.

·       Serve as DOT Compliance SME on Waivers.

·       Attend industry seminars as applicable and communicate information back to management. 

 

Additional responsibilities include:

·       Provide guidance to inspection teams on Energy Transfer’s Quality Assurance Manual and associated Roles & Responsibilities, including coordinating orientations with applicable SMEs.

·       Provide mentorship to the E&C Compliance and Project Documentation Group for assigned Group initiatives or tasks. 

·       Communicate any global findings that have been identified from internal documentation audits to the Project Execution organization and appropriate Company SMEs for resolution to ensure that both regulatory and company specific requirements are being met.

 

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:

  • Minimum years of experience with pipeline construction and/or regulatory compliance:
    • Engineer level: 3-6 years of engineering experience
    • Sr Engineer level: 6-10 years of engineering experience  
  • Bachelor’s degree in Engineering discipline
  • Strong communication and presentation skills
  • Comprehension of various industry codes such as but not limited to – 49 CFR 192, 49 CFR 195, OSHA PSM, ASME, API, and NACE. 
  • Ability to remain level-headed and calm in high-pressure or high-stress situations.
  • Ability to participate in team discussions with an open-minded approach to work towards solutions.
  • Ability to interface with regulators (PHMSA, TXRRC, PUC, ODEP, NDIC, OCC) and represent Energy Transfer in a professional and knowledgeable way.
  • Ability to direct the conversation to code requirements as the basis for discussion rather than personal opinions or philosophies.
  • Understanding of nuances between different regulatory agencies and their respective codes.
  • Understanding of the immediacy of resolving issues in a timely manner to not adversely impact a project schedule.
  • Ability to communicate in the same terms as field personnel to be able to speedily understand and navigate through situations that may arise.
  • Ability to comfortably interact with employees at all levels & adjust approach appropriately.
  • Ability to self-direct and create within the bounds of an agreed-upon strategy.

Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Usually, normal office working conditions. When traveling hours may differ slightly.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Typically up to 25% travel required for this position. Travel will be required for regulatory audits and inspector orientations with most trips having overnight stays.
  • Occasional visits to industrial/manufacturing settings which may include hazardous materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
