Summary:


This person will be responsible for assisting the Director – Project Controls to incorporate estimating technologies / best practices within Engineering & Construction (E&C) Services. Lead the effort in establishing a standardized set of project controls policies and processes that will develop consistency throughout the life-cycle of the project execution process. 


Essential Duties and Responsibilities:

  • Work with the Director – Project Controls to establish a standard set of policies and procedures to be utilized across the E&C Services

  • Develop and Maintain a data warehouse of historical project actuals that can be readily accessible for developing estimating analytics

  • Work with the Project Managers and Sponsors within the E&C Services to verify / affirm futures estimates based off historical actuals

  • Work with internal/external functions to maintain integrity while developing the estimate through multiple estimating  classes (Class 5-1)

  • Develop baseline risk registers through in-depth risk analysis with team members   during the planning phase of the project execution process

  • Develop processes that will allow for an ease of integration from planning to execution so that estimates, once approved, can be readily developed into execution budgets

  • Develop estimates that allow the ability to run / report various types of analysis including, but not limited to, Cash Flow, Performance Indexes, and Risk Engineering.

  • Reports to the Director –Project Controls of E&C Services


Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • Must be able to effectively support and communicate with various team members and within E&C Services

  • Detail oriented with good organizational skills
  • Knowledge and application of all estimating standards and practices involving ground-up (facility) and/or linear (pipeline) projects

  • Must be able to interface effectively with all levels of internal and external personnel

  • Ability to work in a fast paced environment with multiple concurrent assignments

  • Additional work outside of normal business hours may be required

  • Travel could be up to 40%, as required; role to be based out of Dallas, Texas

Education/Experience:
  • 5+ years of relevant work experience directly related to estimating in the Oil & Gas Industry

  • Bachelor’s degree  in Engineering required 

  • Further certifications through the AACE and/or PMI are preferred, but not required

  • Proficient understanding of the full life-cycle of ground-up and liner based projects from project initiation to closure

  • Advanced knowledge and proficiency utilizing advanced Estimating Software(s)

  • Advanced knowledge and proficiency utilizing Estimating add-ons to build and evaluate historical data utilizing a data warehouse and reporting analytic tools

 
Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

 
  • Usually, normal office working conditions.

  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.

  • Occasional overnight travel may be required.

  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
