Summary:
(This position could be based in either Midland, Odessa, Kermit, or Levelland, TX)

This position is responsible for representing the Measurement Department during project scope meetings with the Project Manager, other internal departments and external engineering firms to ensure liquid (NGL, Crude, Refined Product) meter stations are designed according to industry standards and measurement engineering standards. This person is responsible for providing meter type, meter size, min and max meter flow rate, prover type and size selection and all other measurement equipment specifications to the Project Team including but not limited to sampling system, water-cut monitor, H2S and CO2 analyzers, densitometer, mixer, strainer, flow conditioner, etc. The Liquid Measurement Specialist position is responsible for participating during the meter skid, sampling skid, flow computer panel and RTU building factory acceptance test (FAT) prior to the skid leaving the fabricator to ensure all skid equipment is installed and wired correctly according to purchase order, bill of materials and P&ID drawings. This person is also responsible for leading the meter station commissioning efforts and coordinating with the local Measurement Technician and Communication Technician to setup all measurement-related equipment and transmitters, configure the flow computer, and point-to-point (simulate) all measurement signals to the Control Center and simulate, troubleshoot and setup prover/meter run valves actuation. This position requires becoming very knowledgeable and familiar with the pipeline systems, terminals and existing meter stations in the assigned area of responsibility to assist the Volume Analyst group during the monthly pipeline material balance closing process and provide volume calculation and correction to that group during measurement equipment failure and/or malfunctioning. This person is also responsible for assisting local liquid measurement operation and material balance group to reconcile customer quantity and quality monthly statement disputes in addition to auditing company and third-party meter stations, equipment and processes during high Over and Short (Gains and Losses) occurrences to pinpoint the source(s) contributing to the Over and Short and provide guidelines for adequate solutions and volume corrections.

Essential Duties and Responsibilities:

  • Lead meter station commissioning and start-up with regard to the Measurement Department scope of work in a project including specific complex deliverables such as development of a detailed commissioning checklist and startup plan.
  • Support project-commissioning team in both home office and field, coordinate final handover to field operation and provide assistance to operations for the startup and performance/communication testing of facilities.
  • Maintain expert-level working knowledge and understanding of liquid measurement processes and industry practices primarily in NGL / Y-Grade measurement, refined products and crude oil measurement.
  • Develops and maintains a liquid measurement oversight program to ensure that measurement of NGL, crude oil, and refined products is conducted in accordance with the established API, GPA, and company measurement standards, as well as best industry practices. 
  • Conduct measurement station audits of Energy Transfer and 3rd party facilities as well as audit technicians and operation personnel to ensure a consistent approach to measurement policies, practices, data collection and reporting across the entire field of operation.
  • When requested, represent the Measurement Department during project scope to perform technical review of new pipeline projects and meter station designs/upgrades that include providing guidance on proper equipment placement and specifications in accordance with established industry practices and company standards.
  • Develop and revise the Measurement Standards, SOPs and Measurement Best Practice procedures relative to liquid measurement to keep it current with the latest industry practices and standards.
  • Receive, investigate, and make recommendations toward the resolution of customer volumetric discrepancy claims.
  • Conduct field and office training for measurement staff on liquid measurement subject matter and equipment.
  • Monitoring daily, weekly, monthly and yearly liquid pipeline gains and losses discrepancies to ensure meeting Measurement Department annual LAUF goals.
  • Work with Measurement Analysts and Material Balance managers to provide technical assistance and troubleshooting where required.

 

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

A bachelor’s or associate degree in a related technical discipline, such as Electrical & Instrumentation or Chemical Process Technology from an accredited post-secondary school is strongly desired. Extensive liquid measurement-related experience is a plus and may be considered in lieu of a degree.

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

Required Qualifications:

    • Require at least 6+ years of pipeline or facility measurement experience involving NGL/Y-Grade meter station design including flow computer interface and configuration, meter proving, flare line, inferred Mass Measurement and NGL liquid sampling.
    • The position requires strong analytical and problem-solving skills, attention to detail, and predominantly knowledge of NGL industry terminologies. Knowledge of crude oil and refined products measurement is a plus.
    • Ability to handle multiple tasks and conflicting priorities, well-developed communication skills and demonstrated effectiveness in coordinating with other departments and external customers.
    • Good knowledge of API, ASTM and GPA Measurement standards and recommended practices, calculations and guidelines.
    • Must be flexible and able to work effectively in a team environment.
    • Consistently maintain a professional and respectful demeanor/attitude with management, co-workers, customers, vendors, and regulatory agencies.
    • Availability to travel throughout Michigan, Ohio and Pennsylvania region as required, in performing job duties.
    • Stay current with relevant API, ASTM and GPA liquid Measurement standards.
    • Maintain a regular, dependable attendance and a consistently high level of performance.
    • Valid Driver’s License.
    • Must possess basic math skills.
    • Strong technical writing skills preferred.
    • Ability to read P&ID drawings as well as comprehend and apply information in operating and equipment manuals.
    • Experience with OMNI and/or Fisher ROC flow computer installation, troubleshooting and configuration is desired. Experience with ABB FlowX flow computer is a plus.
    • Good knowledge and experience of Gas Chromatograph application in hydrocarbon liquids pipeline and densitometry/pycnometer installation, troubleshooting, operation and maintenance.      
    • Knowledge of liquid measurement devices, helical turbine, Smith PD, Coriolis and Ultrasonic flow meters; pressure/temperature measurement instrumentation; Cliff Mock, Jiskoot and YZ Samplers, pipe/ball provers, small volume provers and Flow-Cal data processing programs.
    • Skilled in use of common computer software such as Excel, MS Word, and PowerPoint.
    • Knowledge of applicable EPA, DOT, RRC, OSHA, NEC, and API requirements and procedures.
    • Well-developed verbal and writing communication skills and demonstrated effectiveness in coordinating with other departments and external customers.
    • Self-driven, highly organized, able to efficiently prioritize and execute tasks as assigned.
    • Must be able to work outdoors in extreme weather and safely perform work. 
    • Ability to work on weekends and holidays if needed; frequent travel is required.
    • Work independently with minimal supervision.
    • Excellent driving record with no more than 2 moving violations in the past 5 years and no more than one moving violation within the preceding 24 months.
    • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.
