Specialist - ROW
Summary:
Independently performs duties related to database and document management for all company assets supporting land and right of way efforts
Essential Duties & Responsibilities:
- Firm working knowledge of and ability to critically review and modify Right of Way (ROW) documents, including pipeline easements, surface site leases/easements, underground storage leases, road access easements, surface deeds, temporary workspace agreements, survey permits, road and railroad permits, environmental agreements, engineering/construction agreements, purchase and sale agreements with exhibits.
- Oversee the efforts and work product of contractors to ensure contracted work is completed on time and within budget.
- Excellent knowledge of ROW and asset-based computer/database systems, including data entry skills, search and find skills and reporting skills all pertaining to company assets.
- Responsible for maintaining, updating, and organizing the right of way records and files for the company assets.
- Proficiency in filing, retrieving and updating information, ensuring accuracy, and adherence to the Company’s data retention policies.
- Must be able to process requests in a thorough and timely manner.
- Follow Company policy for ROW document management.
- Research, compile and summarize findings for time sensitive ROW due diligence efforts regarding commercial opportunities, on existing assets, acquisitions, and divestures.
- Critically review and understand legal descriptions, plats, drawings and pipeline alignment sheets from a legal perspective in multiple states.
- Perform research and critically review real estate title, including surface and minerals, concentrating on pipeline easements and related sites in multiple states.
- Utilize and maintain ROW databases and appropriate file documentation and retention software.
- Input data into the ROW database from the electronic copies of records and permanent ROW tract files.
- Proficiency using an ESRI based GIS mapping program to locate ownership as well as company asset information.
- Collaborate when working as part of a group or team.
Education and/or Experience, knowledge, skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:
- Minimum of 6 years of work experience in right of way, real estate and/or related legal industry with working knowledge of pipeline right of way and, real estate transactions, practices, and documentation as they relate to storage and transmission of hydrocarbons.
- Bachelor’s degree preferred.
- Ability to read and understand technical documents, including easements, leases, licenses, maps and drawings, etc.
- Ability to enter, maintain and retrieve ROW records from land databases quickly and accurately.
- Ability to research property and asset ownership through county real property, district and county court, and Secretary of State records.
- Possess analytical ability and judgment to determine land rights.
- Firm working knowledge of real estate principals, rules and regulations pertaining to ownership and ROW acquisition.
- Basic understanding of FERC and Texas Railroad Commission regulations pertaining to the transportation of hydrocarbons.
- Excellent analytical and interpersonal skills.
- Excellent verbal and written communication skills.
- Strong computer skills, proficient in Microsoft Office (Word, Excel, Outlook, SharePoint, OneDrive and PowerPoint), database applications (SAP, CLSLiNK, Quorum, LandWorks or equivalent) and ArcGis or equivalent mapping program.
- Must be able to work within a team environment to accomplish organizational goals with the ability to meet priorities and deadlines.
- Ability to make decisions based upon knowledge and judgment.
- A self-starter who will take initiative and who works well with minimum supervision.
- Demonstrate a high level of integrity and sensitivity when managing confidential information.
- Ability to multitask.
- Ability to travel and be available as needed.
