Position Summary

The Senior Manager, Operational Technology (OT) is responsible for the strategic leadership, governance, reliability, cybersecurity, and operational excellence of Energy Transfer's Operational Technology environment across multiple business units, processing facilities, terminals, and pipeline operations. This role provides enterprise leadership for Process Control Networks (PCN), Industrial Control Systems (ICS), SCADA environments, industrial servers, virtualization platforms, and associated OT infrastructure.

The successful candidate will serve as a key liaison between Operations, Engineering, Cybersecurity, and Enterprise IT to ensure OT systems remain secure, reliable, compliant, and aligned with business objectives. This position leads a team of OT professionals while driving strategic initiatives focused on cybersecurity, risk management, infrastructure modernization, operational resilience, and regulatory compliance.

The Senior Manager will provide technical leadership and subject matter expertise for large-scale capital projects, mergers and acquisitions integrations, operational expansions, and cybersecurity initiatives while ensuring adherence to industry best practices and recognized frameworks such as NIST, ISA/IEC 62443, API 1164, and NERC-CIP where applicable.

Essential Duties and Responsibilities

Strategic Leadership

  • Develop and execute the enterprise OT strategy in alignment with Energy Transfer's operational, cybersecurity, and business objectives.
  • Establish long-term roadmaps for OT infrastructure modernization, lifecycle management, system resiliency, and cybersecurity enhancement.
  • Partner with executive leadership, operations management, engineering teams, and Enterprise IT to drive OT technology adoption and innovation.
  • Lead OT governance programs, standards development, and enterprise-wide policy implementation.
  • Serve as the primary escalation point for critical OT infrastructure, cybersecurity, and operational issues.

Operational Technology Management

  • Provide overall leadership and management of the OT organization supporting multiple operating regions and facilities.
  • Lead teams responsible for PCN infrastructure, industrial networking, virtualization environments, Windows server platforms, and OT cybersecurity technologies.
  • Establish performance metrics, service level objectives, and continuous improvement initiatives for OT operations.
  • Manage vendor relationships, support agreements, licensing programs, technology contracts, and strategic partnerships.
  • Ensure standardization of OT architectures across facilities while maintaining operational flexibility and reliability.

Cybersecurity & Risk Management

  • Lead the development, implementation, and continuous improvement of Energy Transfer's OT Cybersecurity Program.
  • Collaborate with Enterprise Cybersecurity teams to implement cybersecurity frameworks and standards across industrial environments.
  • Establish cybersecurity governance, vulnerability management, threat detection, incident response, and disaster recovery programs for OT systems.
  • Ensure compliance with applicable regulatory requirements, internal controls, and industry-recognized security frameworks.
  • Champion cyber risk assessments and mitigation strategies for critical operational assets.

Infrastructure Reliability & Operational Excellence

  • Drive high availability and reliability initiatives for OT systems supporting 24x7 operations.
  • Oversee backup, recovery, business continuity, and disaster recovery programs across all OT environments.
  • Ensure proper lifecycle management and supportability of OT hardware, software, operating systems, and networking infrastructure.
  • Lead root-cause analysis efforts for critical incidents and oversee implementation of corrective actions.
  • Support operational readiness activities for new facilities, expansions, and infrastructure upgrades.

Capital Projects & Engineering Support

  • Serve as OT technical authority for major capital projects, facility expansions, and strategic initiatives.
  • Ensure all OT and cybersecurity requirements are incorporated throughout project planning, design, construction, commissioning, and startup phases.
  • Participate in technology evaluations, architecture reviews, and project approval processes.
  • Provide technical guidance on industrial networking, system integration, virtualization, cloud connectivity, and emerging OT technologies.
  • Support acquisition integration activities and enterprise technology harmonization efforts.

Leadership & Talent Development

  • Build, mentor, and develop high-performing OT professionals.
  • Establish succession planning and employee development strategies.
  • Foster a culture of safety, accountability, innovation, and continuous improvement.
  • Promote cross-functional collaboration among Operations, Engineering, Cybersecurity, and IT teams.
  • Lead organizational change initiatives and technology transformation programs.

Qualifications

Required Education & Experience

  • Bachelor's degree in Computer Science, Computer Engineering, Electrical Engineering, Information Systems, or related technical discipline.
  • Minimum 10+ years of progressive experience supporting Operational Technology, Industrial Control Systems, Process Control Networks, or Industrial Cybersecurity environments.
  • Minimum 5+ years of leadership experience managing technical teams and enterprise-scale OT programs.
  • Demonstrated experience leading multi-site OT infrastructure environments supporting critical operations.
  • Strong knowledge of industrial networking, server infrastructure, virtualization, systems architecture, and cybersecurity best practices.
  • Proven experience managing complex projects, budgets, vendor relationships, and technology roadmaps.
