Summary:

Energy Transfer is seeking a Senior Manager of Regulatory Affairs to have responsibility for a wide range of regulatory activities relating to Energy Transfer’s growing portfolio of intrastate natural gas pipeline and crude/natural gas liquids assets.  The Senior Manager

 will be a member of Energy Transfer’s Regulatory Affairs department responsible for regulatory matters involving Energy Transfer’s intrastate natural gas pipeline and crude/liquids assets.  The position will work under the general direction of the Senior Director of Regulatory Affairs, with independence and autonomy in areas of demonstrated knowledge, skill or experience, and will be based in the Company’s Houston, Texas office. 

 

The candidate will assist in leading the Company’s regulatory matters before relevant state and federal regulatory agencies, which primarily include the Federal Energy Regulatory Commission (“FERC”), the Railroad Commission of Texas (“RRC”) and the Louisiana Department of Energy and Natural Resources (“LADNR”). 

 

The candidate will be a key contributor and will have opportunities to lead in the preparation, filing and prosecution of rate case applications with the RRC and FERC, the preparation of which involves, among other things, compiling data and conducting comprehensive analyses to support the filings; preparation of the rate case components (revenue requirement, cost of service data, and rate design); and preparation and sponsoring of testimony, including assistance in the preparation of expert testimony.

 

The candidate will work collaboratively with other functions within the Company to prepare any necessary changes to existing, or to create new, tariffs or Statements of Operating Conditions (“SOCs”) and to shepherd such filings through the relevant state commission and/or FERC regulatory process, including negotiations and other interactions with the staff of the relevant regulatory agency and parties to the proceedings.   

 

The position will assist in providing guidance to other internal departments to ensure compliance with state and FERC regulations and policies, with opportunities for lead roles in compliance matters commensurate with knowledge, skill and experience. The position will assist in the preparation of reporting obligations.

 

The role works closely with other internal departments such as Legal, Commercial, Accounting and Tax to ensure successful regulatory outcomes and compliance with regulations.

 

Responsibilities:

-          Develop a deep and comprehensive understanding of state and federal regulations and policies which impact Energy Transfer’s intrastate natural gas pipeline and crude/liquids assets.

-          Analyze and develop regulatory filings and develop schedules, exhibits and other materials to support such filings.

-          Create accounting, financial and other schedules to support rate case filings.

-          Assist in the development of strategies for prosecuting rate case filings and identifying and supporting key components.

-          Assist with the preparation and presentation of testimony, including assisting in the preparation of expert testimony, and, where appropriate, sponsoring testimony.

-          Prepare responses to data requests related to regulatory applications, rate cases and audits.

-          Prepare and submit regulatory agency applications, reports, or correspondence.

-          File SOCs/tariffs and rate cases with state commissions and FERC.

-          Monitor, analyze and summarize actions taken by state and federal regulatory bodies that impact the business.

-          Support the preparation of internal training on compliance with existing and changing state and federal regulations and policies.

-          Collaborate and work with other functions within the Company to support rate case, SOC and tariff, reporting obligations, and any other regulatory filings.

-          Develop and maintain general working knowledge of other pipelines’ rate and SOC/tariff filings at the state regulatory bodies and FERC.

-          Perform other related duties as required to meet the ongoing needs of the organization.

Preferred Qualifications:

-          Bachelor’s degree or equivalent experience and 10+ years of relevant experience

-          Strong regulatory experience in the natural gas industry, preferably in the pipeline sector.

-          Knowledge of crude/liquids regulation is desired but not required.

-          Knowledge of cost-of-service ratemaking and rate design principles.

-          Strong verbal and written communication skills.

-          Strong organizational skills and attention to detail.

-          Ability to manage and work with complex issues in a fast-paced environment.

-          Ability to work independently with minimal direction as well as part of a team.

-          Ability to multi-task, prioritize work and adapt to changing deadlines.

-          Knowledge of TariffShark software.

 

Working Conditions:

-          The job primarily operates in a professional office environment.  

-          The role requires prolonged periods of sitting or standing.

-          Occasional overnight travel required.

-          Occasional visits to pipeline and related facilities, which may include an awareness of operational safety requirements as well as exposure to extreme temperature conditions and loud machinery and require appropriate personal protective equipment.
