Energy Transfer Partners is a master limited partnership that owns and operates one of the largest and most diversified portfolios of energy assets in the United States. In total, the Company owns and operates approximately 84,000 miles of natural gas, crude oil, refined products, and natural gas liquids pipelines, terminals, and acquisition and marketing assets which are used to facilitate the purchase and sale of crude oil, natural gas, natural gas liquids, and refined products.


This position primarily supports compliance activities related to blending programs to comply with US Federal and state program requirements such as RFS2, Tier 3, PBMS, MSAT2 and TxLED. Supports technical requirements of the business including quality data gathering, data maintenance, procedural compliance and training programs.

Essential Duties and Responsibilities:
  • Support data collection, preparation and analysis for federal and state compliance reporting including tracking compliance positions and annual attestation work.
  • Provide direction on the required data and completion timelines to Optimization, Accounting and Test Lab.
  • Provide direction on the required data and completion timelines to Butane Quality, Blend Facilities, Business Development, Supply and Test Lab.
  • Provide complete and reconciled data reports for each facility to Sr. Manager of Quality Standards & Compliance.
  • Provide guidance and support for pipeline and terminal regulatory required PTD’s, BOL’s, Emergency Fuels Waivers and Compliance Issues.
  • Support technical reviews and investigative requirements involving multiple products
  • Provide support to Sr. Manager of Quality Standards & Compliance on technical issues and perform applicable research involving multiple products in our distribution system.
  • Obtain all necessary information and data for Sr. Manager of Quality Standards & Compliance for review and updating of product quality standards.
  • Maintain Product Quality Management System for company Pipelines and Terminals
  • Review (audit), update and maintain Product Quality Management System documents on Share Point Site, including Master Records List, Procedures, SOPs, Manuals and Specifications.
  • Implement an MOC system for modifications and updates to Product Quality Standards and procedures. Communicate changes and modifications to all affected personnel, as necessary.


Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:

  • HS Diploma or equivalent
  • 6+ years of related experience.
  • Comprehensive working knowledge of Federal and State fuel regulations, fuels compliance reporting requirements and analytical test methods.
  • Working knowledge of 40CFR80.
  • Working knowledge of downstream fuels regulatory and quality related issues. Working knowledge of commercial finished fuels quality specifications such as ASTM D4814, D975, D396, D1655 and D1835.
  • Strong analytical, organizational, negotiating, problem solving, teamwork, verbal and written communication skills are required as is the ability to act independently.
  • Ability to communicate requirements to various business units, internal and external customers.
  • Some travel (up to 10%) is required.
Preferred Qualifications:

Education and/or Experience, Knowledge, Skills & Abilities: 

  • Bachelor’s Degree in Engineering or Science.
  • Working knowledge of Quality Management System and Process Quality Assurance procedures.
