This role will oversee all construction in the Central Texas Division including small hydrotest jobs related to integrity work and also our effort on the required Mega Rule with identified MAOP establishments. This will also incorporate small anomaly digs based on recommendations from Integrity.  This role will support our odorization requirements.  We will also expect this position to oversee any jobs associated with improvements to pipeline, process, and compressor stations.  The selected candidate will adhere to all Partnership policies and procedures and operate within its budget set forth annually by the Partnership. This position is a key component in ensuring that assets are maintained up to ET standards. This position will assist Operations, Corrosion, Regulatory, Environmental, GIS, Safety.     

Essential Duties and Responsibilities:

  • Detailed knowledge of company policies and procedures, industry practices, construction standards, welding procedures, and OSHA rules and regulations.
  • Prepare and submit project scopes, cost estimates, AFE’s, completion reports, job books, etc.
  • Supervise construction activities and contract personnel for successful execution of projects during planning, construction, installation, cleanup, commissioning and start up phases.
  • Lead role in bid process including bid evaluations, contractor and inspection service selections
  • Ensure project objectives are met during the construction phase including safety, environmental, security, quality, schedule, cost controls and community relations.
  • Excellent communication and organizational skills.
  • Self-motivated.

Education and/or Experience, Knowledge, Skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • High School or GED certificate required
  • Minimum 8+ years related experience which should include a good knowledge of Industry Practices, construction standards, welding procedures, pipeline maintenance and operations.  Also the use and interpretation of pipeline schematics, as-builts, blueprints and construction drawings.
  • Microsoft Office and Microsoft Project

Working Conditions:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Usually, normal office working conditions. 
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing. 
  • Occasional overnight travel may be required. 
  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
