Summary:

Energy Transfer’s Nederland Terminal is a 30-million-barrel capacity crude oil storage facility on the United States Gulf Coast. It consists of six ship docks, four barge docks, bunker fuel assets, crude oil tank farm, rail car storage/unloading resources as well and multiple pipelines into and out of the terminal. This position is responsible for the overall safe and efficient operation of all crude oil movements into, out of and within the terminal.  This position supervises the day to day operations of the crude oil control center.  This supervisor interacts with safety, marine, rail, maintenance, scheduling, business development, accounting, training, engineering, lab, measurement, project management, administration, third-party inspection, customers, contractors and regulatory agencies daily to ensure the smooth and efficient operation of the facility.   This position works in conjunction with four shift supervisors who manage the 24/7 operation of the crude oil terminal.

Essential Duties and Responsibilities:

 

  • Supervise all terminal operations including pipeline receipts and deliveries, tank-to-tank transfers, shore tank sampling/gauging, delivery/receipt hand-offs to and from Marine Operations.
  • Ensure uninterrupted supply of crude oil to customers.
  • Responsible for the overall safety of the department including the management-of-change system, the LO/TO process, and company policies and procedures.
  • Update and maintain terminal operations training and testing documentation.  This includes job specific and OQ training and testing.
  • Update and maintain terminal operations manuals.
  • Provide leadership to terminal operations by exhibiting operational excellence, good customer relations and a zero-incident rate.
  • Emergency response activities including the incident command system and hurricane preparation and response efforts.
  • Assist with down time requests and work plans associated with terminal operations.
  • Conduct safety tailgate sessions and lead weekly safety meetings.
  • In conjunction with Shift Supervisors, monitor performance indicators and measurements relating to the productivity of employees and the efficient utilization of terminal facilities.
  • Facilitate incident investigations.
  • Routinely interface with federal and state agencies.
  • Work with HES on enforcement of all safety policies and regulatory requirements.
  • Work with the Nederland Tank Engineer on all in-service and out-of-service tank inspections.
  • Actively participate in all terminal projects from concept to commissioning while acting as a liaison between E&C and Operations.
  • Work with the Maintenance Department and contractors regarding terminal maintenance activities.
  • Work with Measurement to research measurement discrepancies.
  • Responsible for compliance with regulations, inspections and audits.
  • Provide vacation relief coverage for the Manger of Crude Oil Operations.

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • 8+ years of relevant work experience.
  • Experience as a qualified Central Control Operator A at Nederland Terminal.
  • Terminal operations experience, including ship/barge docks and pipeline operations.
  • Specific knowledge of tanks, pumps, meters, samplers, provers, valves and associated equipment.
  • Excellent interpersonal, analytical and problem-solving skills.
  • Sound technical, operational, administrative, and decision-making skills.
  • Ability to interface effectively with company personnel, customers and regulatory agencies
  • Strong organizational skills.
  • Must be a self-starter with the ability to perform in a fast paced and dynamic environment and manage multiple activities concurrently.
  • Project management, procedure writing, and training experience.
  • Proven ability to supervise large numbers of employees.
  • Must be computer literate and proficient in MS Office.

 

 

Preferred Qualifications:

 

  • Associates and/or Bachelor’s degree preferred.
  • Familiar with regulatory guidelines of government agencies and with the Incident Command System concerning emergency response.
  • Previous experience with the Incident Command System.
  • Experience staffing and hiring field teams.

Special Considerations:

     This position will be responsible for supporting the hiring and staffing process for the entire terminal facility.

  • Position subject to being on call 24 hours, 7 days per week.
  • Ability to respond to emergency situations as required.

  • Usually, normal office working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Occasional overnight travel may be required.
  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
