Summary:

Assist companywide affected business unit(s) with complete compliance of the state and federal SPCC regulations and Corporate SPCC Policies and Procedures.  Correspond with governing regulatory agencies as necessary to provide assistance with questions and requests.  Maintain records necessary for program compliance. 

 

Essential Duties/Responsibilities:

  • Internal SPCC plan development and updates including professional engineering certification for new and existing facilities.  Work closely with the internal design group to develop facility diagrams to be included in the Plans.  For the Plan to be developed or updated, a facility site visit is required by the area Environmental Specialist (agents to the P.E.) to verify equipment and storage tanks covered under the regulations and that good engineering practices have been used to maintain compliance with the regulations.  
  • Provide support for area Environmental Specialists, Company operations and other technical services and communicate environmental requirements as needed.
  • Review contractor developed SPCC Plans.  Ensure services are performed according to applicable environmental specifications, standards, and regulatory requirements.  Verify all appropriate site visit checklists are filled out and the appropriate templates are used to develop the Plans.
  • Coordinate, with Company operations management and personnel, the correction of any deficiencies found during facility site visits or agency inspections.
  • Help maintain SPCC data used for Power BI reports and company databases.
  • Update annual SPCC training provided to Company oil handling personnel and provide updates to the MyLearning Management Group and Environmental Specialists.
  • For facilities with Facility Response Plans (FRPs), verify updated SPCC Plans match Company personnel, response contractors, procedures, equipment, and storage tanks that are outlined in the FRPs.
  • As needed, assist Company personnel with government agencies inspections and audits.  Provide documentation requested during the inspection/audit and follow-up with any findings.
  • Remain current with all state and federal SPCC regulations as they apply to the Company.
  • As time allows, assist with internal Company drills and provide appropriate evaluation documentation as needed.
  • Perform additional tasks within the employee’s capacity to support group objectives.

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  •  Bachelor’s degree in engineering.

 

Required experience is commensurate with the selected job level:

  • The Engineer level requires a Bachelor’s degree in an engineering discipline and 3-6 years of relevant job related experience
  • The Senior Engineer level requires a Bachelor’s degree in an engineering discipline and 6-10 years of relevant job related experience
 

Additional Knowledge, Skills, Licenses/Certifications, Abilities & Personal Characteristics:

  • Professional engineering certification is required in multiple states of the Company’s footprint (AR, FL, IL, KS, LA, MO, MS, ND, NM, OH, OK, PA, and TX).
  • In-depth knowledge of federal and state SPCC regulations for nonproduction facilities including facility response plan requirements in 40 CFR 112.20.
  • In-depth knowledge of STI’s SP001 – Standard of the Inspection of Aboveground Storage Tanks and API Standard 653 – Tank Inspection, Repair, Alteration, and Reconstruction.
  • Pass all required Company issued training courses within the required timeframe.
  • Excellent verbal & written communications skills and able to effectively interface with all levels of management, field personnel, and professionals.
  • Must be able to multi-task, prioritize work and adaptable to changing due dates.
  • Demonstrated organization, attention to detail, and communication skills.
  • Ability to manage workload independently and deliver timely and accurate results.
  • Capable of working well under restricted timelines and in a high-pressure, fast-paced environment.
  • Ability to provide excellent customer service across all levels of the organization.

Preferred Qualifications:

  • ISC 100, 200, 300, 700, 800

Working Conditions:

·         Usually, normal office working conditions.

·         Able to view a computer screen for extended periods of time.

·         Able to sit for extended times.

·         Able to stand for extended periods of time to conduct training.

·         Able to work with a laptop, smart phones, and or other electronic devices.

·         Able to drive for long distances across the Company footprint.

·         Able to operate copy machine, scanner, calculator, telephone and other office equipment.

·         Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.

·         Overnight travel required.
