Qualifications:

Minimum eight (8) years of experience in engineering design, operations, maintenance, construction, or project management of natural gas pipeline and related facility projects.

B.S. Degree in Engineering — Chemical, Petroleum, Mechanical, Civil, or related engineering discipline.

Experience managing pipeline-based infrastructure projects, including natural gas pipelines, meter and control stations, pipeline facilities, pigging facilities, interconnects, valve sites, and related system modifications.

Experience with natural gas pipeline projects ranging from large-diameter transmission mainlines and laterals to gathering lines, well connects, tie-ins, and related pipeline facility work.

Strong engineering judgment and ability to use engineering fundamentals to evaluate project requirements, identify technical issues, solve problems, manage risk, and make sound recommendations.

Ability to manage projects from early concept development, detailed scope development, and cost estimate development through engineering, procurement, construction, commissioning, ready-for-service, and project closeout.

Strong project management skills, including scope development, cost estimating, schedule management, risk management, stakeholder coordination, contractor coordination, construction support, and project closeout.

Ability to work at the appropriate level of detail, including understanding when detailed technical review is required and when effective coordination, decision-making, follow-up, or escalation is needed to maintain project progress.

Strong ability to lead project execution by managing third-party resources, engaging internal subject matter experts, driving decisions, resolving issues, managing risk, and maintaining accountability for project scope, cost, schedule, quality, and closeout.

Ability to effectively leverage internal subject matter experts and support groups, including QA/Compliance, Engineering, Construction, Environmental, Right of Way, Regulatory, Operations, Commercial, Legal, and Facility Planning.

Experience interpreting and applying applicable pipeline and facility codes, standards, regulations, company specifications, and industry practices to support safe and effective project execution.

Relevant code, regulatory, and standards experience may include 49 CFR 192, 49 CFR 195, Texas Railroad Commission Pipeline Safety Rules, ASME and ANSI codes, ASME B31.8, ASME B31.3, API 1104, AGA 14.3, AGA 7, AGA 9, and applicable company engineering, construction, material, safety, and operating specifications.

Ability to recognize when code, regulatory, permitting, design, material, construction, or operating requirements may affect project scope, cost, schedule, constructability, or risk, and coordinate with appropriate internal subject matter experts to properly resolve and incorporate those requirements.

Understanding of hydrostatic test requirements, with the ability to develop or manage the development of test plans and manage execution, troubleshooting, documentation, and acceptance of hydrostatic tests for natural gas pipelines and related facilities

General knowledge of pipeline and facility components, including meter stations, regulator stations, headers, scrubbers, filter separators, pig launchers and receivers, mainline valves, side valves, blowdown valves, hot taps, tie-ins, instrumentation, measurement equipment, cathodic protection systems, and related pipeline facility equipment.

Working knowledge of project permitting requirements associated with pipelines, meter and control stations, and related pipeline facilities, with the ability to coordinate with Environmental, Regulatory, Right of Way, and other support groups to obtain required permits and approvals.

Working knowledge of material procurement processes, material requisitions, as-built documentation, material reconciliation, and project closeout documentation.

Competent with personal computer applications, including Microsoft Excel, Microsoft Word, Microsoft Project, Google Earth Pro, Visio, and related engineering or project management tools.

General knowledge of engineering-related programs and calculations such as flow and pressure simulation, velocity, pressure drop, purge and pack, regulators and control valves, relief valves, and related pipeline facility evaluations is preferred.

Experience with SAP or similar enterprise systems related to project execution, material procurement, cost tracking, or documentation is preferred.

Working knowledge of pipeline MAOP confirmation, uprating, class location changes, conversion of service plans, pipeline integrity work, cathodic protection, AC mitigation, CI surveys, and DCVG surveys is preferred.

Experience coordinating or supporting projects with interfaces to compression, treating/process facilities, liquid handling, storage, pipeline integrity, or operations-driven facility modifications is preferred.

Current Professional Engineering License is preferred but not required.

Strong communication, interpersonal, organizational, analytical, and problem-solving skills.

Strong leadership capability, including the ability to push projects forward, drive accountability, resolve issues, coordinate resources, communicate clearly with stakeholders, and manage project risk.

High degree of initiative, ownership, urgency, self-motivation, and professionalism.

Detail-oriented with the ability to maintain the correct level of detail for project execution, technical review, stakeholder communication, and decision-making.

Ability to manage multiple projects and assignments with limited guidance.

Ability to travel approximately 20% to 50% to all regions of the Energy Transfer system, depending on project workload and field execution needs.

Working Conditions

The position will include a combination of office-based project work, field visits, construction support, and coordination with internal and external project teams.

Travel to project sites, operating facilities, construction locations, vendor facilities, engineering offices, and other company locations may be required.

Occasional overnight travel may be required depending on project workload, field execution needs, and assigned regions.

Field visits may include active construction sites, operating pipeline facilities, meter stations, valve sites, and other industrial environments. Appropriate personal protective equipment will be required when visiting these locations.

Occasional support outside of normal business hours may be required to support active construction, commissioning, tie-ins, outages, operational needs, or incident response.
